You get this at the end of Monstro. It's good to wait until you finish all worlds you can up to this point, so you're the strongest you can be. If you fail along the way you have to fight through them all again to reach the top.

Note from Richard: During the Pegasus Cup, when fighting Leon and Yuffi target Yuffi and have Donald and Goofy attack Yuffi with you. After Yuffi is defeated Leon becomes much easier because there are no projectiles to block from Yuffi. Leon's sword is simple to dodge, just roll out of the way or jump to the side.
